Learning Together

It is Education Week next week and NSW public schools will celebrate with the theme ‘Learning Together’ drawing on the education community’s sentiment of 2020. Department of Education Secretary Mark Scott said schools faced unprecedented challenges this year, and Education Week would provide an opportunity to reflect on the achievements of the public school community in the face of adversity. “The year started with communities still suffering the impacts of drought and the destructive summer bushfires, while flooding forced the closure of some schools. Then the COVID-19 pandemic struck and totally disrupted our way of life, changing the way we learn and socialise.”

“Despite these significant disruptions our staff, in partnership with parents and carers, have worked tirelessly to ensure that high quality teaching and learning has continued for all students.”

This year’s events will focus on opportunities to celebrate virtually. The week will start with a live stream on Monday featuring public schools across NSW. The Education Week 2020 website at education.nsw.gov.au/edweek20 offers a wealth of ideas for schools.

Under Offer/Contract What Does It Mean?

When an offer to purchase a property is accepted by the seller, it is generally referred to as ‘under offer’. This means that the agreement on price, terms and conditions has been reached, however the seller and buyer still need to sign the contracts and exchange.

Depending on various terms and conditions agreed upon during the negotiation phase, it can take several days to progress from the offer being accepted to the contracts being exchanged.

During this time the buyer or the seller may withdraw from the agreement.

In NSW two identical contracts are prepared – one is signed by the seller, the other by the buyer. Solicitors or conveyancers will exchange the contracts, however if the property is sold on auction the real estate agent usually exchanges contracts.

After the contracts have been exchanged, it is referred to as ‘under contract’. With a private treaty sale, the buyer has a five-day cooling off period. However, the buyer would be required to pay the seller 0.25% of the purchase price as a penalty for withdrawing from the sale.

Auction properties do not have cooling off periods. If a property is sold prior to auction, or on auction day, the buyer must complete the purchase or risk losing their 10% deposit.

Most agents put the Sold sticker on after contracts have exchanged and the cooling off period has expired.

When the property transaction is completed, which is commonly 42 days after exchange, it is referred to as settlement and the new owner takes possession of the property!

Vote Today For Community Projects

Council is currently asking residents to help prioritise the community projects to be put forward for government funding under two allocations: the Australian Government’s Local Road and Community Infrastructure Program (LRCI Program) for $1.3 million and the NSW Government Resources for Regions (R4R) Fund for $1.67 million.

There is a big variety of projects to vote on from a Parkes Tree replacement project, CCTV for the skate park and the Peak Hill main street, to Parkes Old Hospital Site Residential Development and a splash park at Kelly Reserve.

The information gathered will be used by Council to make an informed decision on the final list of projects to be submitted to the Department of Infrastructure, Transport, Regional Development and Communications for consideration.

Parkes Community ‘Tank Up’ On Donations

The Parkes Shire community is benefitting from donations of furniture and water tanks as the construction of the Parkes to Narromine leg of Inland Rail is coming to an end.

Fulton Hogan and BMD Constructions will donate furniture, purchased for staff homes in Parkes, to Can Assist.

“We have started to demobilise our work sites, and our staff are starting to leave the project and Parkes. They leave behind all their household furniture that was bought new over the last year,” said Project Director Gerard O’Connor.

“Fulton Hogan and BMD Constructions (INLink Joint Venture) wanted to give back to the community and will donate approximately 12 households worth of furniture to Can Assist in Parkes.”

The contractors also donated several 25,000 litre water tanks that were used across the 103km building site. “We wanted to show appreciation to the local community, who were and continue to be very understanding during the works, by donating them to impacted residents and the local councils.”

“We have donated 20 water tanks to residents between Parkes and Narromine, two to Narromine Shire Council and four to Parkes Shire Council,” said Gerard.

Two tanks have been delivered to Council’s Works Depot in Parkes, and the other two at the new depot in Peak Hill.

How old are you? I am 12 years old.

How long have you lived in or around Parkes and what do you like about living here? What I like about Parkes is being able to make new friends.

Where do you go to school and what year are you in? I go to Middleton Public School and I am the School Captain. I have been there since Kindergarten. I am now in Year 6.

What is your favourite after school activity? I love to play touch footy with my friends.

What is your favourite food and movie? My favourite movie is ‘Pixels’ as it has Adam Sandler in it. My favourite food is spaghetti bolognaise as it’s normally the only thing I like.

What music do you listen to? I listen to any kind of music. To me it’s nice to try something new.

What do you want to do when you grow up? I want to be a world-famous actress like Emma Watson.

If you could have a super power what would it be? My superpower would be to be invisible so I can steal mum’s chocolate.

Tell us an interesting fact about yourself. I started acting with Parkes M&D in 2019. My first ever show was Shrek Jnr.

The descendants of Wes Cheney attended the opening of the refurbished Cheney Park amenities block on Wednesday. They are in front (L-R) his daughters Vivienne Cunningham and Loris White, granddaughter Helen Kenyon and great granddaughter Donna Swetland (standing).

 

Colin Radley was very happy with his catch, a Murray Cod measuring 75cm, at Lake Endeavour last weekend.

 

Exploring the run off at the lake last weekend were (L-R) Poppy Rodgers, Juno Dobson, Elkie Rodgers and Raff Dobson.

 

The announcement of $185 million for the Parkes Special Activation Precinct on Wednesday attracted a large media contingent.

 

Lilly and Scarlett Gosper-Chambers had a look at Lake Endeavour last weekend to see water flowing over the spillway for the first time in four years.

 

Scale Of New Projects In Parkes Impressive

A lot has been happening in the Parkes CBD of late, and last week the Deputy Prime Minister received a special tour to inspect progress made so far of the $8.5 million revitalisation projects.

Mayor Ken Keith showed Michael McCormack, who is also the member for Riverina, and Sam Farraway, Member of the Legislative Council (MLC), the Cooke Park Multipurpose Centre and expansion of the Parkes Shire Library.

The tour was going to include the upgrades to Lower Clarinda Street, but daylight ran out as Michael also visited new projects in Forbes on his first visit to the Central West since the outbreak of the Coronavirus pandemic.

“I am very impressed with all of it,” he said afterwards. “I’m just blown away by the size of the Cooke Park Multipurpose Centre. The Elvis Festival will now take up the added area and have so much more scope. I can’t wait to perform a duet with the Mayor there – Suspicious Minds or Love Me Tender,” he said with a big smile.

The Deputy Prime Minister had only praise for the Parkes Shire Council singling it out as a “real can do council”.

The library and Cooke Park projects are both being built by Matthew Steventon from Cabonne Constructions in Molong after his company won both tenders.

The library, set to be completed in about eight weeks’ time in September, will become a Country Universities Centres (CUC) from next year. It was announced last month that Parkes will be one of nine new centres to be established.

CUC provides regional Australians with opportunities for higher education study without having to relocate to the city.

The multipurpose centre, to be completed by the end of the year, will become the focus point of the 2021 Elvis Festival.

Three new High Pedestrian Activity areas with a 40km/h speed limit were added to the Parkes CBD last week.

More High Pedestrian Activity Areas:
Parkes’ CBD is set to be safer for pedestrians and motorists, with the extension of the High Pedestrian Activity Area (HPAA) 40 km/h speed limit from last week Wednesday. The 40 km/h HPAA speed limits were added to Clarinda, Welcome and Cecile Streets to improve safety, and in conjunction with the Main Street Revitalisation Project. The changes will mean the existing 50 km/h speed zones are reduced to 40km/h on: Clarinda Street for 80m north of Short Street intersection; Welcome Street for 160m north of Short Street intersection; Cecile Street for 15m west of Welcome Street intersection. Members of the community can sign up at the Safer Roads NSW website to receive updates about changes to permanent speed limits and to have a say on speed limits. Capture The Stars

Ella Harbidge’s image “Always Look Up” won her the Photo Editor’s Pick award in the junior category.

A 12-year-old Parkes photographer has made sure to add some local flavour to the prestigious David Malin Awards for astrophotography.

Ella Harbidge took out the Photo Editor’s Pick award in the junior category for her picture titled, “Always Look Up”, while Mark Polsen from Eaglehawk, Victoria was named the overall winner during last Saturday’s special online presentation of the Central West Astronomical Society’s annual event.

The first-time overall winner’s evocative nightscape image is titled “Tranquillity Base” and has it all according to world renowned astrophotographer Dr David Malin, who judged the entries. “A perfect setting, under a beautiful sky with the moon and Venus peeping through the trees,” said David of the image that Mark took 30 minutes after sunset.

“I am just blown away by everything I saw and love everyone’s work.Thank you so much for the acknowledgement of my work,” said Mark.

“The competition gets harder to judge every year, as the entrants polish their skills to reveal more and more of the universe around us, with beautiful, scientifically informative images,” said David.

The 253 entries received from every state and territory is above average for the 17th anniversary of the competition. “The high quality of the images is a testament to the outstanding skills and talents of Australian astrophotographers”, said AstroFest organiser John Sarkissian.

He was very excited that the winners this year included the first ever category win for a woman. Belinda Wickens won the Animation – Aesthetic category, and also com- posed and sang the music for her stop motion video.

The competition’s associated exhibition will be opened in the CSIRO Parkes Observatory Visitor’s Centre later in the year, when the COVID-19 restrictions have been eased further. A second touring exhibition, organised by the Museum of Applied Arts and Sciences, will travel to selected venues throughout Australia.

$1.6 Million For Community Projects In Parkes

At the official opening of the newly refurbished Cheney Park amenities block on Wednesday, Parkes received the good news that the community would receive a further $1.6 million in NSW Government funding for other projects in the Shire.

Deputy Premier John Barilaro joined Parkes Mayor Ken Keith OAM and Sam Farraway MLC at the multi-purpose amenities block at Cheney Oval for a ribbon cutting ceremony when he made the announcement.

“Today I can announce another $1.6 million, through the NSW Government’s Resources for Regions Fund, to build and upgrade many more projects across Parkes.” He said Parkes would not have to compete for the money, and it would be allocated on an annual basis.

Nationals NSW Upper House MP, Sam Farraway said the funding was a result of the NSW Government’s revamped Resources for Regions program giving local towns and communities embedded in the mining industry a guaranteed fairer share of funding. Parkes is one of 24 eligible Local Government Areas to benefit from the fund.

The refurbishment of the Cheney Park amenities block was jointly funded with $200,000 from the Regional Growth Fund, matched by $200,00 from Parkes Shire Council and a $20,000 contribution from the Parkes Touch Football Association.

“The old amenities block was tired and lacked the modern facilities needed to support the hundreds of sports users visiting Cheney Park to play touch football, hockey and cricket,” said John.

According to President of the Parkes Touch Association Dave Cooper, only half of the building was in use and the kitchen was condemned. “We are now able to use the full facility, have kitchen and canteen facilities, all amenities were refurbished, we have a disabled toilet and a new awning with cement slab.”

He said the new awning would not only be good for spectators, but provide a sun safe area for training on hot days too. “This is just so good.”

Dave is also excited that the association would be able to vie for carnivals and events, especially regional junior tournaments.

The Parkes Mayor echoed this saying: “This upgrade has reinforced Cheney Park as a key sporting precinct within the Parkes Shire region, and delivered safe, secure and accessible amenities to ensure we can support players of all ages and abilities participate in sport, as well as attract and host major competitions which have significant economic benefits for the region.”
