Remember Humanity, Not War

April 28, 2016 By Maggi Barnard

2

“Our war memorials not only remind us of the fallen soldiers, but also of those who returned and lived out their lives as hard working Australians who married, built new families and modern Australia.” As the guest speaker at the Parkes Shire commemoration of Anzac Day, Rear Admiral Michael Uzzell, AM, RAN continued his address saying the returning soldiers were from a generation that knew the horrors of war.

He told the stories of Tom Uren, an Australian Imperial Force veteran who died in 2015 aged 93, and Gavin Campbell who survived the sinking of the Australian cruiser HMAS Perth in 1942. Tom Uren, who survived the Thai Burma railway as a prisoner-of-war, was taken to Japan where he worked in a mine smelting lead and copper alongside Japanese workers. “There he learned that he hated militarism not the Japanese people.” He became an advocate for peaceful co-existence, and later in life often quoted Martin Luther King’s statement that: “Hate distorts the personality and scars the soul. It is more injurious to the hater than the hated.”

Gavin Campbell, survived many battles and action during his time of service, including three years as a prisoner-of war. Admiral Uzzell said like Tom Uren, Gavin was a man who did not hate. “He had seen so much violence and killing – so much of man’s inhumanity to man – that he would not be party to its continuation. We are all in their debt. Their legacy to us is our life long liberty.”

Congratulations to all our committees and volunteers in their organising of the successful Anzac Day commemorations throughout the Shire. It was uplifting to see our wonderful residents paying their respect to our past  and present servicemen and women.

The Draft Operational Budget for 2016 – 17 has now been prepared. This document outlines the programs and projects Parkes Shire Council will undertake over the next twelve months and how these will be funded. All documents are available for review at Council’s Administration Office at 2 Cecile Street Parkes.

The Parkes CBD Vibrancy Strategy has been on public display at the Council PMO office in the old CBA building over the last two weeks. Council would like to thank the great number of residents that have shared their feedback on the plans and encourage all interested residents to attend the public workshop next Monday from 6pm in the Council Chambers.

Parkes Painting Group will tonight host their opening night for their art exhibition in the Coventry Room at Parkes Library. I encourage our local residents to support this event as all money raised will be donated to the Parkes Hospital.

And it’s not long now till we dust off our sequins and enjoy a great weekend of fun at our iconic ABBA Festival. This year has already seen over 2000 tickets sold. Don’t miss out, get in and buy your ticket today. Enjoy the Autumn weather.

Yours Faithfully,
Cr Ken Keith OAM
Mayor of Parkes Shire

Southern Cross Village Fete: Head to the Southern Cross Village grounds in Middleton Street on 7th May for an enjoyable day out for all the family. Beginning at 10am, the Fete will be opened by the Parkes School of Dance, followed by Tapestry and more musical entertainment throughout the day. There will be a chocolate wheel, BBQ, coffee van, jumping castle and stalls galore! Donations of items for the White Elephant stall can be left at the Southern Cross Village before the Fete day while donations for the cake, plant and produce stalls would be appreciated before 10am on the day. We’ll see you there!

Parkes Will Remember Them: On Monday huge crowds gathered in Parkes, Trundle, Tullamore, Peak Hill, Bogan Gate and other surrounding villages and towns for dawn and midday services to commemorate those who have served and those still serving in the armed forces. Wreath laying, addresses, marches and the sounding of ‘The Last Post’ were also part of the ANZAC Day events. Among the marchers on the day were local organisations, veterans, members of the community and schools who did Parkes proud. Lest We Forget.

Ready, Steady, Flowers!

April 28, 2016 By Maggi Barnard

The Floral Arts Society recently held their AGM and elected the following committee; President Ann Crasti, Vice President Barbara Magill, Secretary Marie Rushby and Assistant Secretary Joy Neems, Treasurer Jan Ranger Publicity Officer and Colleen Cusack. The new committee are now hard at work planning their 36th Annual Floral Fair and this year they want to try something different. “We’re inviting everyone to come and enjoy the fun with Ready Steady Flowers” said Colleen Cusack. Inspired by the TV series, Ready Steady Cook, two floral
designers and two volunteers from the audience will vie for first position in completing a floral design against the clock.

There will be workshops throughout Saturday 30th April and Sunday 1st May for all interested to learn how to create floral jewellery. Know someone getting married soon? Why not bring them along so they can learn how to create their own floral designs, bouquets and fascinators and add a personal touch to a special day. Workshops will be held every half hour from 1pm on Saturday and 10am on Sunday at the Parkes Leagues Club. The guest judge
for this year is Parkes’ own, Mrs Elsie Mahon and the committee are certain she will fulfil the role well and are excited for her comments. There will also be a cut flower section for home gardeners this year.

If you fancy yourself as a bit of a green thumb and would like some more information, please contact President Ann Crasti on 0442 190 135 and come and enjoy a bloomin’ lovely weekend.

I hope our Shire’s farming community has been able to capture some of the sporadic rain over the last week during this unseasonably dry time. The recommendations of the Parkes CBD Vibrancy Strategy seek to improve the overall appearance and performance of the town centre and focus on 6 main areas including, small wins, further designs, car parking and movement, activation and maintenance. The Strategy will be on public exhibition until 20th May.

Another successful NSW Touch Football Junior Regionals was hosted in Parkes recently, seeing over 750 competitors and team officials and their families converge on our great centre. Congratulations to all the organisers and volunteers, it’s great to see such high level competition within our region.

Anzac Day celebrations are planned throughout the Shire next Monday, with services taking place in Alectown, Peak Hill, Bogan Gate, Trundle, Tullamore and Parkes. I encourage all our residents to support our services and pay respect to our past and present servicemen and women.

Our Shire’s iconic ABBA Festival is coming up on May 7th with over 2,000 tickets already sold for this year’s festival. Organisers are excited by the response and say this year is shaping up to be the largest. Enjoy your last weekend of the school holiday period.

Yours Faithfully, Cr Ken Keith OAM

Are hotel bookings robbing us blind?
We all have on occasion booked into a hotel where they request your credit card for a pre-authorisation. I am wondering how many of us actually check that these funds have been returned to our credit card. I had occasion last week to stay at the Crowne Plaza in Adelaide and they took a pre-authorisation amount of $50. I just happened
to notice that by Saturday of that week this amount had not been returned to the card. On ringing the hotel they said that it was up to the bank to return this amount, however they had also been experiencing some problems with this and some payments were being made and others weren’t. Surely a hotel of this stature, if they realised that there was a problem, would try and remedy this and would have somewhere in their checking system a procedure to find out if this was being returned?

I wonder how many times this happens across the world. So, be vigilant and always check that this pre-authorisation amount is returned to your card. Has anybody else had a similar experience?

Yours sincerely,
A concerned traveller

Response to ‘For Bricks Sakes’ letter to the editor in issue 7…
I think that bricklayers do a great job. I have seen them at work and it is backbreaking work in all sorts of weather and the people who do it must be extremely strong and hard-working. However as a neighbour to a house that is being built, I believe that bricklayers need to respect the time that they start on a weekend.

There are local government rules which govern this and to be woken up earlier than 7am on a Saturday with a generator going outside your bedroom window is one thing, but to then request that it stop and as soon as you walk back inside, it restarts is another. We can spare a thought for the brickies if they spare a thought for the residents.

It All Adds Up In Parkes

Parkes’ brand new Destination Guide was launched on Wednesday at the Parkes Visitor Information Centre! The snazzy, bright new brochure, which has a mathematical theme of ‘it all adds up in Parkes’, was unveiled by Parkes Shire Mayor Cr Ken Keith OAM and Deputy Mayor Cr Barbra Newton in the company of local and regional tourism representatives, local business and tourism operators, community groups and destination partners.

“The new Destination Guide showcases our unique events, experiences and iconic attractions that make Parkes all add up as an appealing tourist destination,” Cr Keith said. “Tourism provides a significant economic contribution of over $58m to the local economy and we need to continue to implement these key marketing initiatives to ensure visitation and spend continues to grow for our local businesses.”

Parkes Shire Council’s Marketing and Brand Manager, Katrina Dwyer, is also excited to unveil the remodelled website to further promote the guide; “The visitparkes website has had a makeover including formatting and technical improvements to ensure it’s more user friendly and responsive to mobile devices.” 50,000 copies of the full colour brochure will now be distributed throughout Australia to encourage visitors to the region.

You can pick up a copy of the free guide at the Parkes and Peak Hill Visitor Information Centres and other outlets including the Parkes Airport and The Dish along with coffee shops, pubs and shopping centres throughout the Shire.

Ground Breaking Projects

Two of Parkes Shire Council’s major projects, the new Water Treatment Plant (WTP) and Sewage Treatment Plant
(STP) have commenced construction via a ground breaking ceremony conducted on Tuesday April 19th, with Member for Orange, Andrew Gee MP and Mayor of Parkes Cr. Ken Keith OAM turning the first sod on both projects.

The project is the biggest ever capital expenditure by Parkes Shire Council with the total project costing $70 million, with $27 million being contributed by the State Government. Cr. Keith thanked Andrew Gee, who has been instrumental in his lobbying to ensure that this project has gone ahead with the necessary funding which was made available through the Country Towns Water Supply and Sewerage Program.

The construction of the new WTP will provide a safe, secure and reliable water supply for Parkes and Peak Hill and
ensures that the towns continue to grow and attract new business and residents. Combined with the rail and logistics hubs Parkes Shire can be assured of a great future. John Holland Group has been appointed to construct both plants, with a commitment to over 30% local content in their construction and is expected to be completed in 2017. “Today’s sod turning marks a significant milestone in Parkes Shire history, highlighting the progressive and significant investment planned for the continued growth of our great Shire,”

Cr.Keith said.

Parkes Remembers

Australia’s involvement in the First World War began on 4th August, 1914. Many who joined believed the war would be a great adventure but could not imagine the magnitude of the endeavour they were to embark on, nor the horrors they might endure.

Though many of these soldiers, sailors, airmen and nurses didn’t return to Australia, their courage and sacrifice brought a new maturity to the Australian nation and to New South Wales. During and after the First World War communities gathered together, first to mourn, then to remember and as the years wore on, to commemorate the sacrifice made by so many. Today, over 3,000 memorials stand throughout communities in NSW.

The ANZAC Schedule in Parkes:

0630 hours Breakfast Bistro – Services and Citizens Club

0835 hours March Off Route: Welcome Street, Chamberlain Square Clarinda Street to Cooke Park
0900 hours Anzac Day Commemoration – Cooke Park
1045 hours Wreath Laying Pilgrimage Parkes Cemetery War Graves
1200 hours Anzac Day Luncheon – Services and Citizens Club
1700 hours Sound Retreat – Cooke Park Parkes Leagues Club
1800 hours The Ode

Temporary road closures for Monday
25 April 2016 include:
Closures from 8.45am to 9.15am in:
Welcome Street: from Short Street to Dalton Street. Clarinda Street from Dalton Street to Short Street
Closure from 8.30am to 10.30am in:
Short Street from Clarinda Street to Welcome Street.
Through the Centenary of ANZAC, a four year period of commemoration, we remember and reflect on the young ANZACs who stepped off the boats 100 years ago under a Gallipoli dawn. War has and will continue to touch the lives of all Australians either directly or indirectly, and through this day of remembrance we can continue to shed light on the sacrifices and commitment made by those who hold the security and welfare of a nation ahead of their own.

The living owe it to those who no longer can speak to tell their story for them.

Friends of The DISH: Over the weekend the Central West Astronomical Society headed to the Dish for their regular meeting. Members Laurie Crowley and Denis Crute set telescopes up early and though there was a bit of high cloud about it was thin enough to allow views of the sun. Laurie had his white light filter and Denis his Herschel wedge filter to safely view the sun. The giant sunspot 2529 was clearly visible with its heart-shaped structure. Visitors enjoyed themselves and appreciated the opportunity to see and learn a bit more than you do during a usual dish visit.

Western Plains Taronga Zoo Winner:
Congratulations to our lucky winner, Luke Knowles, you’ve won a family pass to the zoo to enjoy over the school holidays. Have a wonderful time meeting lots of new furry, feathery and scaly friends.

Language Learning App: Preschool children will have an exciting opportunity to learn another language this year using apps. Parkes Bluebird Early Education Centre and Victoria Street Children’s Centre have obtained a place in the Early Learning Languages Australia (ELLA) programme. Local children can experience Chinese, Japanese, Indonesian, French or Arabic through apps. For more information about the ELLA programme visit: www.ed-ucation.gov.au/early-learning-languagesaustralia

Out With The Old: Parkes, Bogan Gate, Peak Hill, Trundle and Tullamore residents can have their old garbage bins collected from the roadside next week. Any unwanted bins will be collected and recycled into used plastic products such as garden furniture and guide posts. If you choose to have your old bins collected and taken away for recycling, please place your old bins out for collection on ANZAC day evening Monday 25th April for collection on the 26th April. Place your old bins near the kerb, upside down with the lid open and ensure your old bins are completely empty; they cannot be removed if they contain any items.

Waste To Art Winners: 40 artworks made from metal, plastics, paper and used tyres were entered in this year’s Parkes Waste to Art Exhibition. Manager Cultural, Education and Library Services Shellie Buckle loves waste to art time; “We have upcycled dresses, skirts, bags, and gorgeous quilts in the exhibition!” The art that has captured Parkes’ imagination is available to view at Parkes Library until 13th May. The winners, who were announced on Thursday, will now go onto the Regional competition which will be hosted in Condobolin on 25th June.
