Sandria Andrews: Everyone gets together, no one is biased and that is the way it should be. All the cultures together – it’s wonderful to see it.

 

Benji Redfern (10): Going to the races and watching the yabbies. Sienna Collins (10): We do the early morning walk every year – I enjoy that. Jayden Redgern (12): Visiting friends and going swimming.

 

Sue Gersbach: The knowledge that we live in the luckiest country in the world. We have all these freedoms and we can do what we like with so many opportunities. The world is our oyster, to use the cliché, and we should celebrate it every day.

 

Welcome Dr Clement Chan

Dr Clement Chan is the newest member of the Baker Dental Group team.

Baker Dental is adding another wonderful dentist to their team, Dr Clement Chan.

Clement graduated from La Trobe University in Bendigo and spent five years studying and living around regional Victoria before moving to Parkes. Clement has grown to love the country style and people.

He enjoys all aspects of clinical dentistry, with a particular interest in minor oral surgery and aesthetic restorative procedures. He takes great pleasure in giving people the smile they want. Clement understands that a dental visit can be an intimidating experience and strives to make it as comfortable as possible for the patient.

Outside of work, his hobbies and interests include: reading, tennis, trying out new cuisines and overseas travel.

Clement will be working with our principle dentist Dr John Shim, and is excited to be a part of the Baker Dental team.

Celebrate The Good Things In Life

THRILLED AND DELIGHTED… Kitty Dwyer is the 2020 Parkes Citizen of the Year.

“The insidious drought and devastating bushfires have made it a very challenging year for our country, but it has also brought to the fore the Australian ethic of Aussies helping each other to meet adversity together”, said Parkes Shire Mayor Ken Keith OAM.

Speaking at the official Australia Day ceremony in Cooke Park on Sunday, Ken congratulated all the individuals who had contributed to “this wonderful caring and friendly shire”.

Australia Day Ambassador Father Chris Riley, who is the CEO of Youth Off The Streets, commended community members for everything they’ve done for our community and encouraged everyone to do even more.

Parkes Citizen of the Year, Catherine ‘Kitty’ Dwyer said she was thrilled and appreciated the acknowledgement for the work she and so many others do in palliative care.

For Kitty the best ‘medicine’ for her in dealing with all the sad things that happen is to really enjoy the good things in life. That is why Kitty and her family really celebrated her award on Sunday.

Kitty started the Currajong Carers Support Group and her positive attitude was instrumental in providing the best care and options for our community. In 2010, she established a palliative care volunteer support community for Parkes and successfully conducted grief and loss programs to support community members.

Young Citizen of the Year, Phoebe Potts said she was incredibly honoured with the award. Phoebe was nominated for the Tennis NSW Young Volunteer of the Year Award in 2019. She regularly volunteers at tennis events as well as encourages younger athletes to be involved in the club. Phoebe was Vice Captain of Parkes High School where she played a major part in coordinating many activities and charitable events. Other award winners were:

Community Event of the Year: Pink Up Parkes raised over $34,000 which was donated to the McGrath Foundation.

Marie Bashir Academic Award: Shonel Redfern, a working mother, successfully completed a Certificate III in Business Administration at Parkes TAFE.

Environment Award: Elizabeth Briton made significant contributions to Parkes’ environment including the design and development of the new Parkes Town Entry Garden on the Orange Road with significant sustainable features including water-wise native plants and topographic landscaping to enhance waterflow. Elizabeth is working on the design of a bush tucker garden at the Bushman’s Hill precinct.

Cultural Award (Adult): Leanne Wilson started The Little Art Company in Parkes delivering children’s art classes. In 2019, Leanne worked with a group of young artists on an exhibition entitled ‘To the Moon & Back’ to mark the 50th anniversary celebration of the Apollo 11 moon landing.

Cultural Award (Student): Hannah Dunn performed at major Parkes community events, won the junior section of the Performers Platform at the Peak Hill Show and was recently awarded the Dorothea and Andrew Tom Award for Excellence in Music.

Cultural Award (Group): The Parkes Boppers Dance Troupe consist of local children aged between 6 and 17 years. They perform at the annual Parkes Elvis Festival performing on the Memphis Stage, greeting passengers at the Parkes train station, and entertaining at the official festival opening.

Look Out Before You Step Out

A new road safety campaign is targeting pedestrians distracted by their mobile phones or listening to music with headphones.

The ‘Look Out Before You Step Out’ campaign aims to educate pedestrians to take an extra moment to look before stepping out onto roads, as well as choosing safe times and places to cross.

Parkes Shire Council has installed brightly coloured footpath decals at refuges, intersections and crossings that remind pedestrians there could be oncoming traffic.

More than 50 stickers were placed in Parkes, Peak Hill and Trundle, with an additional 10 stickers to be installed in Tullamore soon.

Key Safety Tips:

• Look before you cross

• Unplug your earphones and put away your phone

• Never assume an approaching vehicle can see you, or will stop for you – wait until all vehicles have stopped before you step off the kerb

• Avoid crossing between parked cars or at the front or back of buses and large vehicles

• At intersections, check for turning vehicles

• Wear bright, light coloured clothing at night or in reduced visibility conditions
• Always use pedestrian crossings where possible.

Australia Day Sports Awards

Senior Sportsperson or Team: Denise Gersbach (Hockey) and Maureen Massey (Hockey). Maureen won two gold medals, one for the Australian Over 65s side and the other with NSW. She was selected to play for Australia in the 2020 World Cup in South Africa. Denise represented Australia in the Over 45s side, and NSW at Nationals winning a silver medal. She also captained the Australian Over 45s indoor side winning a bronze medal in Hong Kong, and has been selected for the Australian Over 45s World Cup side.

Team of the Year: Parkes Public Boys Hockey team took out the NSW State Primary Schools competition winning 6-1 in the final.

Referee, Umpire or Official of the Year: Cody Reynolds (Touch Football) was inducted into the NSW Touch Association’s Talented Referee Youth Squad (TYRS) progressing to a state level 4 referee. He refereed Open Boys grand final at NSW Combined Catholic College (CCC) state championships. He was ranked first at the National Under 15 All School Touch Championships in Canberra, and officiated in the grand final.

Coach, Trainer or Manager of the Year: Josh Miles (Rugby League) led the Trundle Boomers Rugby League side to their third consecutive Woodbridge Cup grand final title in 2019.

Long Service and Dedication Award: Pat Drabsch, Pauline Nicholson, Val Glasheen and Lyn Pengilly (Parkes Tennis Club Canteen) are in their 31st season and have selflessly made a lifelong contribution to the Parkes community.

Administrator of the Year: Cherie John-stone (Junior Hockey) has been instrumental in successfully gaining State Championship allocations for Parkes Hockey. Cherie’s methods have been recognised by Hockey NSW who are now adopting the Parkes model for promotion to other associations.

Ron Harrison Sports Bursary: Henry Kross (Squash), Matty Price (Swimming) and Kyan Redfern (Karate).

Technology Upgrade For The Dish

CSIRO’s iconic Parkes radio telescope will get a new receiver that will significantly increase the amount of sky it can see at any one time, enabling new science and supporting local innovation in the space sector.

Australian Research Council Linkage Infrastructure, Equipment and Facilities (LIEF) grants have been awarded for the development of a new receiver for the Dish, and a major upgrade for the Australia Telescope Compact Array near Narrabri in NSW.

A $1.15 million LIEF grant will support a $3 million project to build a sensitive receiver called a ‘cryoPAF’ for the Parkes radio telescope. The new cryoPAF will sit high above the Parkes telescope’s dish surface and receive radio signals reflected up from the dish. Its detectors will convert radio signals into electrical ones, which can be combined in different ways so that the telescope ‘looks’ in several different directions at once.

The cryoPAF will be cooled to -253°C to reduce ‘noise’ in its electrical circuits, enhancing the ability to detect weak radio signals from the cosmos at frequencies from 700 MHz to 1.9 GHz.

The grant was led by the University of Western Australia, which will coordinate construction and commissioning of the cryoPAF. CSIRO will design, build and install the instrument.

Professor Lister Staveley-Smith from The University of Western Australia node of ICRAR, who led the grant application, said the cryoPAF had three times more field of view than the previous instrument, allowing quicker and more complete surveys of the sky.

“The new receiver will help astronomers to study fast radio bursts and pulsar stars, and observe hydrogen gas throughout the Universe,” he said.

CSIRO has previously designed and built innovative phased array feeds for its ASKAP telescope in Western Australia, and a test version of the cryoPAF was used successfully on the Parkes telescope in 2016.

Four Days Of Double Demerits: Double demerit points will be in force for four days for this long weekend from today (Friday), 24th January to Monday, 27th January (inclusive) for all speeding, seatbelt, motorcycle helmet and mobile phone offences. Key double demerit points in force are: exceed the speed limit by 10km/h and under; exceed the speed limit by over 10km/h; exceed the speed limit by over 20km/h; exceed the speed limit by over 30km/h; exceed the speed limit by over 45km/h; driver not wearing seatbelt; driver penalty for each passenger not wearing a seatbelt; rider on a motorcycle not wearing helmet; rider penalty for passenger on a motorcycle not wearing a helmet; use a mobile phone while driving. NSW Police’s Central West Highway Patrol Acting Sergeant Melanie Maguire is encouraging all road users to pay attention to road conditions and allow plenty of travel time this long weekend.

Hear All About It: The Parkes Shire Council started audio recording of its council meeting in December last year to give greater access to the open sessions of its monthly meetings. Parkes Shire Mayor Cr Ken Keith OAM said the audio recordings would facilitate even greater transparency between council and the community, enhancing accessibility to council decision making, as well as encouraging residents to be better informed and more involved. The audio recordings will complement the written minutes to provide a more complete public record of the proceedings of the council meetings. Audio files will be uploaded to Council’s website within five working days from the date of the meeting and will be available for a period of three months. Thereafter, the recordings can be made available upon written request to Council.

Elvis At Currajong: Currajong Disability Services (CDS) in Parkes celebrated the Parkes Elvis Festival with one of the top tribute artists Ray Perrone. It has become a regular highlight of the festival calendar and this year Ray returned to entertain and sing with NDIS participants at Currajong. “I love coming here each year,” said Ray. “I think I get a bigger buzz than the participants and staff do. It’s one of my favourite gigs. Seeing them sing and dance and laugh is what it’s all about,” he said. Dane Millerd from CDS said Ray had become part of the Currajong family where he had made many friends.

How long have you lived in Parkes and what do you like most about living here? I’ve lived here all my life – my family has been around Parkes for about six generations! What’s not to like about living and working in a great community like Parkes, where even the bad guys aren’t really that bad! No traffic, close to work, great people, amazing events, quality sporting facilities and a great range of sporting options.

Where do you work or what do you do currently and what do you enjoy about it? I enjoy working for Parkes Shire Council and have recently been appointed to the role of Chief Operating Officer. Being involved in projects that I see materialise in the community gives me great satisfaction.

What is your favourite thing to do when you have free time? Renovating my house and garden although the drought has knocked the gardening thing around a little lately. I also enjoy a weekend in Sydney to see a show or concert.

What makes you proud? I’m also involved with the Parkes Sports Council so I’m proud of the wonderful sporting facilities and the great heights that our sports persons have achieved from their humble beginnings running around on our parks, fields and courts.

If you could be an animal which one would you choose, and why? I have a Labrador called Jessie but I wouldn’t want to live a dog’s life! Maybe I could be a wedge-tail eagle and sore to great heights looking around at our great country side.

What is your all-time favourite movie, song and/or book, and why? I’m a sci-fi fan and have enjoyed watching the last three Star Wars movies as well as the Marvel Universe with my kids.

 

Father Riley Australia Day Ambassador

The Parkes Shire will welcome CEO of Youth Off The Streets and former NSW Australian of the Year, Father Chris Riley AM as the Parkes Shire’s 2020 Australia Day Ambassador.

Father Riley has worked with disadvantaged youth in a variety of roles including teacher, youth worker, probation officer, residential carer and principal of the charity Boy’s Town for more than 35 years.

He founded Youth Off The Streets (YOTS) in 1991 working with disadvantaged young people to encourage and facilitate positive life choices. As CEO, Father Riley oversees the operation of over 35 programs that employ over 180 staff and involve more than 250 volunteers.

What Is A Crime?

There are many crimes or offences. A lot are contained in the Crimes Act but many more are contained in other statutes both of the State and Federal Parliaments. The range of offences vary from murder down to parking.

Most criminal matters are commenced by the Police or the Director of Public Prosecutions by way of Court Attendance Notices (formerly known as Police Charges/ Summonses) and those charged with an offence will appear firstly before a magistrate sitting in a local court. In some cases, issues of bail may need to be considered.

Magistrates deal with over 90% of criminal matters summarily but the more serious offences are committed to the District Court or Supreme Court for trial before a judge and/or jury.

Unlike civil matters, criminal matters must be proved ‘beyond reasonable doubt’ having regard to the elements of the offence. This is when a solicitor’s professional knowledge becomes essential for the client (i.e. the person charged with an offence).

Police will normally have a fact sheet (which is not evidence but outlines the Police case) on the occasion of the first appearance before the court. With the fact sheet and instructions from the client, this will help the solicitor in deciding whether to advise the client to plead guilty or not guilty having regard to the elements of the offence. Sometimes an adjournment is necessary to obtain further information.

Once a plea is entered, the magistrate may adjourn the matter for hearing, sentence the client, commit the client for trial in a higher court or other options which may depend on the seriousness of the offence and the previous criminal history of the client.
